Accept pop-up only shows on Workspace Web tab - agents are losng pop-up

Our agents are using Genesys Cloud solution with Workspace Web and a Bria RTP client.  Workspace Web is running in an IE10 browser window.  The nature of the workflow for our agents is that they will have many active windows while they are in queue waiting for calls.  That may involve having multiple active tabs within the IE browser that is running workspace web or separate browser or other app windows up and running taking full screen real estate.

What we have realized is that if Workspace web tab is not up and visible, the Accept pop-up/toast is not showing because the pop-up/toast does not overlay on top of other active windows or overlay on another active tab within the IE Browser window that also houses the Workspace Web tab.

Is there something we are missing here about how to configure Workspace Web or IE such that the Genesys accept pop-up/toast will always come on top of any other active windows?
